At night we hear the boy/man of the house yelling torrents of obscenities. They live in a shit-hole of a two-storied house that should be condemned - complete with broken windows and spare shingles acting as an impromptu walkway. Among the shouting is the boy/man/father countering the frequent baby's cries with "SHUT UP!" and "SHUT THE FUCK UP!" as he proves time and time again who is the loudest of the two of them. Quite a fierce chest-beating, indeed.
Tonight, my woman saw him hit his fiancée thus sparking the uncomfortable debate about what we do about them. Oh, the obvious answer is that we call the police but what do we really expect the police to do about it? Lock him up overnight and then let him out to lay out a saucer of anti-freeze for our cats? Fuck that. A dumb asshole who screams at an infant and slaps or punches his girl likely has no compunctions about strangling our pets and we never wanted to be involved in the first place...
I realize all this yelling is actually his attempts at advertising how dangerous he thinks he is like some basement-level thug demanding respect.
I've seen it before but stupidity is a wild card in dealing with self-stylized boogie men.
Anyway... what to do?

I vote to call the police, and more importantly, I'd give the police a statement. With you as an independent witness, the State can prosecute him even if his wife doesn't cooperate.
I think I have explained I don't expect much from the police.

Listening to them a while longer, I am not sure they're not involved in gang stuff too.
